Action: The Clerk will write to GCC to request a site meeting about the unsatisfactory barrier installed at the Wordens.
1/09/08 Minutes The minutes of the meeting held on August 21st 2008 were approved and signed. Action: The clerk will write to EON about repairs to the fencing at the former electricity substation. 2/09/08 Declarations of Interest 1 Cllr Watkins declared an interest in item 6/09/08 point 1 discussion of Village Hall funding. 2 Cllr Preece declared a prejudicial interest in item 5/09/08 point 3 consideration of a planning application for “Glenfield”. 3/09/08 Clerk’s Report 1 Councillors noted the contents of the clerk’s report. 2 Resolved: Cllrs will refer parishioners who are concerned about the condition of Finn’s Way to Stroud Community Land Trust, as Finn’s Way is not a Parish Council responsibility. 3 Action: The clerk will write to GCC about cutting areas of land that belong to GCC, the “triangles” at road junctions. 4/09/08 District and County Councillors’ report No Councillors present.
Page 24 5/09/08 Planning, Traffic & Transport Committee 1 S.08/1103/FUL Planning Permission granted – 2 Ash View Cottages – Mr J Orchard 2 Cllr Preece withdrew from the meeting. 3 S.08/1740/FUL Planning Application - Glenfield - Erection of dwelling – Mr D Preece: The council supports the application to build a house but has sent SDC its views about changes to the access, to the boundary wall and to the bank at the corner of Ash Lane. 4 Cllr Preece returned to the meeting. 5 S.08/1810/FUL Extension – Randwick Village Hall – Trustees of Randwick Village Hall: Cllr Rendell raised a parishioner’s concerns about the application and the council considered them. The council supports the application but suggests that the use of natural stone is considered in preference to reconstituted stone. Cllr Watkins gave information about the plans and will take the council’s views to Randwick Village Hall and Playing Field Committee. 6 Cllrs noted that the application for a mobile phone mast at Ash Lane had been refused. 6/09/08 Finance & Personnel Committee 1 Noted: Cllr Watkins’ report on funding and expenditure on Village Hall improvements. . 2 Resolved: to invoice RVH&PFC for rent arrears. 3 Resolved: to set a chairman’s allowance of £300 for the year to pay for expenditure required of the chairman in his public office. The finance committee will consider whether other expenditure should be vired. 4 Resolved: to pay the following accounts M Lammas £50 Extra maintenance in July Whiteshilll & Ruscombe PC £45 Training Fees B Parsons £106.71 Training and administrative expenses Tonik £10.95 Ink cartridge 7/09/08 Environmental Committee: 1 Action: Clerk to contact GCC footpaths officer again about the hedge obstructing path number 46 2 Action: Clerk to invite Mr Graham Nulty to become the Parish Watercourse Warden. 3 Cllrs considered BT’s schemes for adopting or sponsoring telephone boxes. Action: The Clerk to seek parishioners’ views through “the Randwick Runner”.
