Cllrs considered the letter from Randwick Village Hall & Playing Fields Committee which requested a commitment of £3000 per year for five years. Cllr Watkins gave further information. The cost of reconstructing the toilets in the Village Hall could be £40,000. If grants cannot be obtained the RVH&PFC need a secured income in order to borrow. page 38 Action: Cllrs will attend a RVH&PFC meeting to consider the Committee’s income. Cllr Kennard to contact Cllr Godsell.
6/12/08 District and County Councillors’ Reports Cllr Cross is still waiting for a response from SDC about “Twenty is Plenty”. Cllr Booth reported that the planning permission for “Glenfield” doesn’t require the bank at the corner of Ash Lane to be cut back: that a grille is to be placed in the culvert at Puckshole to prevent blockages causing flooding: that Whiteshill & Ruscombe PC has drawn up an Emergency Plan which could inform Randwick’s plan. 7/12/08 Clerk’s Report Councillors noted the contents of the Clerk’s Report. A new noticeboard for the Council has been installed at the Village Hall. The noticeboard in The Lane will no longer be used, as it is too small for the current volume of notices. This old notice board will be available for community notices. Copies of Council notices are displayed on the boards at Randwick Scout HQ and at Far Westrip. Action: the clerk to write again to GCC Highways about the barrier at the footpath at The Wordens, re-emphasising the Council’s view that it is a hazard and enquiring about the cost of erecting a barrier at the road edge. The Council will consider funding the cost of a barrier. Action: The Clerk is to contact the Land Registry to check the ownership of the Mayor’s Pool. 8/12/08 Planning, Traffic & Transport Action: Cllr Taylor will draft terms of reference for responding to planning applications between Council meetings. “Twenty is Plenty”: Cllr Taylor had recommendations for signs to be used on cars, in gardens and on waste bins. Cllr Cross will try to get SDC to supply these to the Parish Council free of charge. 10/12/08 Finance and Personnel Committee Grass Cutting Contract: One quotation for 2009 had been received. Action: the Clerk to obtain another quotation, to comply with the Council’s financial regulations.
11/12/08 Environmental Committee Consideration of the working party’s terms of reference was deferred to the next meeting.
12/12/08 Communications No report from the working party.
13/12/08 Draft Code of Conduct for Handling Complaints Discussion held over to the next meeting.
14/12/08 Freedom of Information Act Cllrs adopted the Information Commissioner’s model publication scheme. Action: the clerk to circulate the guide to information.

16/12/08 Next Meeting The next meeting will be held at 7 pm on Thursday January 15th at Randwick Scout Headquarters.
The meeting closed at 8 pm and was followed by the annual grants presentation. The Chairman expressed his thanks to Parish, District and County Councillors, the Clerk and Handyman for their work for the Parish of Randwick during the past year and included their partners in his appreciation of the time they spend in service to the public.
